We are very pleased to formally announce the appointment of Emily Ham (nQuinton) as an Associate Director with effect from 1st October. Emily has been a key member of our team of surveyors for over seven years and we are delighted to confirm this well-earned promotion.

Philip Pocock

After 50 years of service we would like to announce that Philip Pocock has retired from the Board of Directors of Adkin with effect from 1st October. Philip will continue to serve as a Consultant to Adkin on a part-time basis. We would like to thank Philip for his dedication and commitment to Adkin and the profession throughout his career and we wish him well in his new role.

Vale of White Horse Local Plan

Vale of White Horse District Council has announced its intention to publish the latest version of its Local Plan 2031.   Over the past six months the council has been updating and amending the local plan based on the comments residents and businesses provided as part of the consultation earlier in the year.  It has also taken external professional and where necessary legal advice and it is ready to be submitted to the Secretary of State.

CAP REFORM

 The Basic Payment Scheme begins on the 1st January 2015.
DEFRA confirmed the Implementing Regulation earlier this Summer and are due to announce more detail following further EU guidance in October.

Land Prices Continue to Rise

Land prices are continuing to rise according to the Rural Land Market Survey as published by the Royal Institution of Chartered Surveyors. This is being driven by the rise in demand for residential and ‘lifestyle’ farmland plus continued commercial demand. The survey shows for the first half of 2014 a 3% increase in land prices from the previous half-year, and a 12% year on year rise. The data includes a ‘transaction’ based price and an ‘opinion’ based price; the former is based on actual sales and includes a residential component whereas the opinion based measure is a hypothetical surveyors estimate of bare land; it doesn’t include any residential element and therefore tends to be lower.

CAP Reform Announcements Delayed

 Unfortunately, the expected announcement by the government on further CAP Reform decisions, in particular greening, has been delayed. The delay in DEFRA announcing the details of how greening will work is becoming very frustrating for all. Many bodies such as the NFU and CAAV tell them that cropping decisions are being made now and professional advisors cannot advise their clients until such information is released but we now do not expect to know any more until the end of May. The delay is because the various authorities go into shut down mode in the run up to the European elections on the 22nd May which means that governments are not allowed to make any announcements that may influence voters in the run-up to an election.

Change of Use of Agricultural Buildings to Residential Use In England

From 6th April 2014 a new Use Class MB with permitted development right to allow the change of use of agricultural buildings to dwellings in England by the Town and Country Planning (General Permitted Development)(Amendment and Consequential Provisions)(England) Order 2014 (SI2014/564) was introduced.  Other parts of the United Kingdom do not apply.

SPS 2014 Financial Discipline

Single Payments for 2014 may fall by more than previously forecast.

Proposals from the EU Commission suggest the ‘Financial Discipline’ could be placed on this years payments with an estimated reduction of 1.3%.

This is on top of a reduction in the UK’s Pillar 1 budget of around 3% for the 2014 year.

Commercial Rent Arrears Recovery (England & Wales)

When a tenant owes a landlord rent the landlord has the right to seize tenant’s goods to recover the debt which falls under the common law of distress.  However, from 6th April 2014 the old common law will be abolished and a new regime of Commercial Rent Arrears Recovery (CRAR) will be introduced in England and Wales by the Taking Control of Goods Regulations 2013 (SI 2013/1984).
