Formal proposals were duly published on the 20th May by the European Commission. These include: • New Main Legislation - this will entirely replace existing SPS regulation and will do so with effect from 1st January 2009
• Cross Compliance – rules appear to remain the same although with reference to simplification. A new GAEC requirement has arisen with an Issue for the “Protection and Management of Water, Protect Water against Pollution and Run Off, and Manage the Use of Water” with Standards being “the establishment of buffer strips along water courses and respect of authorisation procedures for using water for irrigation”. SMRs 1 (wild birds), 5 (habitats) and 7 (cattle ID) will be removed. This does not mean cattle ID falls out of cross-compliance completely – it is still covered by SMR 8.
